I have very dry skin. I moisturize and exploiate (not to often cuz I know thats bad) and my face seems to look good untill I apply foundation, then I look like I have really dry skin. Any tips? Also any recommendations on a moisturizer or foundation. Drug store please because I only just becoming a freshman and don't have a lot of money. Thanks.

I'd say to lay down a primer first. I recommend the elf mineral primer or Maybelline baby skin. For moisturizer I'd go with Cetaphil because it moisturizes but shouldn't break you out because it formulated to also work with sensitive skin.

Try moisturizing a lot, try coconut oil, it's light and lovely! ^^ I used it once though :P but I really liked the way it felt on my skin and the refreshing scent of it.. so is sweet almond oil, I used this for a whole year and it's so amazing?! it moisturizes, but also lightens the skin and makes it feel like dough (in a nice way!) ;D
Grapeseed oil is very recommended too, it's one of the lightest oils that when you apply it, you don't even feel it, it's also famous for fading the scars and helping the skin to renew itself and cure. Apply a thin layer after washing your face or whenever you think you need.
You can google the benefits of these oils and you'll be amazed, plus they aren't very expensive as far as I know..
I don't have experience in dry skin since I have oily skin and eczema, and even though these oils had helped me a lot.
Grapeseed oil might be too light for you, so I really recommend the first two for you, just try them for one day, you won't lose anything ;)

I second CeraVe. Coconut oil is comedogenic, probably not the best idea if you are acne-prone.
