Can pure rose water be used as a toner for combination skin... I take some refrigerated rose water on a cotton pad and apply gently all over my face. Is this correct way of application?

I use it but add a little witch hazel and glycerin and keep in a spray bottle in the fridge. So nice when I feel overheated or really anytime!
