I used to use Bio Oil & Mederma every night and I had pretty good results (stretch marks on stomach and scar on hand from stitches). I would be a little wary of using the products I listed on your face, though.
Unfortunately scars and stech marks are permanent and you can't really remove them, just fade them.

Look for a product with licorice root extract as one of the first ingredients! It's a really great scar fader. You could also probably pick up a bottle from a health food store/Amazon and dilute and apply it directly or add it to another oil/lotion you like!

Old scars and stretch marks that are white are verrrrry hard to get rid of and it takes months or maybe even years. Natural oils probably won't be very effective, they are more effective on new scars/stretch marks. I recommend trying mederma, it takes a long time to work but you will see a difference in a few months.

Also if a scar is hypertrophic (raised) or keloid, it has to be removed with a cosmetic procedure. Lotions and potions can't remove raised scars. If the scars are sunken, there's not much that can be done.

Yes, that's something you should bring up with your doctor. Sometimes they can use lasers to break them down, sometimes it requires surgery. The problem is that if you tend to have raised scars, you may end up with a different (albeit more minor) scar from treatment.
I have hypertrophic scars in the shape of my stitches from having skin cancer, and that's what they told me when I asked about getting them removed.
