Since you're a starter it'll probably take you a while to get as good as a pro but just watch youtube beauty gurus and maybe even go to a makeup artist and let them do your makeup to see what looks best on you.

I suggest investing in a nice pigmented eye shadow palette. They run at around 30-50$USD... Depends on the brand & stuff but my very first tip would be to invest in a good foundation! That is the base of your makeup, for this I suggest checking out sephora. I've heard good things about the rimmel primer that you can get at a drugstore. A concealer( for blemishes & dark undereye circles) & a mascara. & for when you want to add a little more of a dramatic look, an eyeliner for a wing :-)

I think it is more about the application than the products. There are lots of good products out there even at the drugstore. Just do some research online to get the good stuff. I agree with Gisell. Invest in a good eye shadow palette (I suggest Lorac pro, a bit cheaper, very high quality and lots of good shades). Also invest in a decent foundation brush or beauty blender because good foundation makes any look better.

From My personal experience... I'm no professional or anything
Brushes: you should invest in a budget friendly, good quality brush set. In my opinion, the brushes you use determine the outcome of your makeup. Coastal scents can be found online, eco tools/real techniques/elf can be found at your local walmart.
The basics/must haves:
'C' shaped brush - used to pack eyeshadow onto the lid
Blending brush - used to blend eyeshadows out
Kabuki/powder brush - used to buff pressed powder/ powder foundation into skin
Angled eyeliner brush - it's used to apply gel eyeliner or eyeshadow to the upper/lower lash line or brow products to the brow.
Eyelash and brow wand - used to comb through the brows or comb through lashes
Concealer brush - used to apply concealer
Primers: primers increase the longevity of your eyeshadow/foundation/concealer while preventing creasing and fading.
Face products: always moisturize and prime your skin for the best results. to find the right shade of foundation you need to know your undertone and skin type.
Eyeshadows: there's no need to splurge on eyeshadows as long as you have a good eyeshadow primer. Eyeshadow palettes are the best though. My favorites are- too faced chocolate bar, lorac pro palette, urban decay naked palette, anastasia Beverly hills Maya mia palette, bh cosmetics 88 neutral palette, and my customized coastal scents palette. I own a lot of neutral shades because they're easier to work with and blend out.
