I believe thats Cara Delevinge, you can probably find out what she used:) however, that's a professional slant on the 'no makeup makeup' trend. She has a lot of product on her face, although you'd never really know. I'd look at MUA youtubers (and I mean proper MUAs, not Bethany Mota).

Face- A light foundation or bb cream, set with a light hand in only places you need it, it looks like she used a matte bronzer for a very subtle contour, no high light or blush
Brows- Maybe filled in with a powder or a pencil, I would guess pencil
Eyes- Orange based brown on the lid and lower lash line, then blend everything out with an orange (semi brown) color, both in thw crease and on the lower lash line. Very natural mascara but she may have lash extensions or she has wonderful natural lashes
Lips- 1. she has really pigmented lips and used chapstick
2. she used a lip tint
3. she lightly applied a lipstick, more of a muted Dusty pink shade

And practice! Most of the girls are MUAs or they are self taught. You won't be a pro over night so by constantly practicing you will get better.

Adding to what Ashley said I looks like she used a cream or white matte shadow to highlight the inner corners of her eyes and a white or nude pencil in the lower waterline.

Jack. I can't believe I left that out! Thank you for adding that, I thought I mentioned it I guess It was just mt Imagination. But there is totally a cream white color in her inner corner and on her water line.
This look would be amazing on blue eyes because the Orange tones bring out the blue
