I say get the blush, you won't be able to use the highlight that well alone I mean you can in my oppinion it won't look as good as having it with the blush, unless ur going for a glowey natural look

The Cindy-Lou Manizer by the Balm is like a highlighter and blush combined. You can find it at Kohl or online. I wear it alone. It's a nice pink shade. Also, the new blush set that came out for the Pantone Color of the Year at Sephora includes a highlight and blush in one compact.
