Hmm. Honestly I hate to tell you this, but if you have small eyes, smokey eyes likely will make them look smaller. Because a smokey eye is honestly just a ring of black all the way around your eye, it can make them look very small.
A few tips that may halp you...don't use black or dark shades on the waterline, that will make your eyes look small as well. Curl your lashes, that will help make them look bigger. Light colors on your inner corners will make them look bigger. Winged looks can actually make your eyes look bigger if you start your wing at about the inside edge of your iris, and if your wing is a straight line from your lower lash line to the outermost point of your brow, it will lift your eyes up and give the illusion of bigger eyes. I wouldn't recommend doing very thick liner though, sometimes that can make small eyes look smaller as well.

You shouldn't use black. Like Hannah mentioned, it will only make your eyes smaller.
Use light colors, white eyeshadow on your inner corner, and use a light color on your whole lid extending it right under your eyebrows and out.
And using a nude liner on your waterline helps your eyes look more awake (:

Doing a fine/thin felt-tip eyeliner on your lid can give you a somewhat almond shaped or longer eye. But you have to extend the tip out and up.

A gradient is usually a better choice for smaller eyes - you can focus the powder on the outer corners of your eyes to make them appear larger - now if by small you meant hooded eye then there are a lot of tutorials on YouTube for that you can follow - Michelle Phan has hooded eyes so all her tutorials were made for those type of eyes.

Just to add one to what everyone else has said, I have small eyes and I find that when I really want to do them, having glitter on the lid/inner corner or doing a brown smokey eye rather than black makes it easier to pull off!
