You seem a little young to be worried about bags and wrinkles!! There are a lot of products you can use as mentioned previously. I use a collagen serum at night time around my eye area. Also, be aware that there are lifestyle impacts, as well - drinking can make your eyes very puffy the next day. You also need to make sure you get enough sleep.
Homeopathic things you can do for your eyes - use tea bags or cucumbers.
