Take a picture level with your eyes instead of with the camera above your head. If you can't see your mobile lid, then your eyes are hooded

I have hooded eyes so top eyeliner going all the way to the inner corner looks so stupid on me so I usually don't wear it.

A lot of times tight lining and flicking the liner out from there works for me when I want a cat eye :)

Use matte colors and blend the crease color a tad higher than normal so that it's visible when you look straight

Mine are slightly hooded, I find if I define the lashline with eyeliner and lots of mascara then it really opens up the eye. keep the eyeliner thin bc you want to emphasize the little lid space that you have showing, and no brow highlight as they said above, it brings the puffiness forward. use light shades to bring forward (like the lid space you have showing) and darker colors to recede the puffy bits. I will just use a skin toned eyeshadow for under the brow. :)
