Mine are slightly hooded, I find if I define the lashline with eyeliner and lots of mascara then it really opens up the eye. keep the eyeliner thin bc you want to emphasize the little lid space that you have showing, and no brow highlight as they said above, it brings the puffiness forward. use light shades to bring forward (like the lid space you have showing) and darker colors to recede the puffy bits. I will just use a skin toned eyeshadow for under the brow. :)
