How can you tell if a primer is oil based, or water based? Same goes for foundation. Which is better for oily skin? :) thanks!

I believe by looking at the ingredients.

Here's the thing, primers are very rarely oil-based. Usually, they're silicone or water based. If a foundation is silicone based, it will have ingredients that end in -cone or -xane. If there aren't any words that end in -cone/-xane towards the top of the list (at least the first 5 ingredients) then the primer is water based.

I'm not honestly sure which is better for oily skin, simply because I don't have experience with primers, but I hope this helps a little =)
