I have full lips that easily get chapped and I personally dislike the idea of using my make up money for lip scrubs! Most of them are either too abrasive or break me out.
I tried exfoliating gently with a wash cloth and it's worked wonders for my lips.
I gently rub my lips using a wash cloth and it exfoliates without irritating my lips or making them bleed. I find they don't get as flakey either.. I top it off using a non comedogenic oil.

I use a wet, nubby cotton washcloth or I make a coconut oil/sugar one myself. I also highly recommend Bite's Agave Lip Mask. That's a life saver for me.

I use a toothbrush. After I've brushed my teeth in use it to brush my lips and exfoliate them. My toothbrush has soft bristles so it's not too harsh. After that I apply my face lip balm and that's it.
