It depends. I almost always contour my face slightly when I wear foundation just to make sure I have dimension, and I will do that after I apply foundation with a powder product.
With highlighting, I normally just use a dewy finish foundation which will accentuate the high points of my face on it's own, or I will add MAC strobe cream to a foundation that leans towards a satin or matte finish to achieve that highlighted effect without a shimmery highlighting product, or using noticeably lighter foundations in parts of my face.

U can highlight with the foundation so it look more natural but then u have to buy another 2 shades of foundation

if you use blush, bronzer, highlighter, etc, and then put foundation on, the foundation would cover it up! foundation first.
