it just takes a lot of practice. But, you can try cutting out stencils or using a different eyeliner. Using a gel liner with a angled brush should make it easy. Or if you want to use liquid, try the Maybelline line stiletto, it has a flexible felt tip and it's really good for beginners.

It takes a lot of practice! I also use nail art brushes with gel/cream liner. Regular eyeliner brushes are too big! Find an art supply store or something. The tinier the brush, the more precision you'll get.

when i use liquid liner on my lid, ive learned that the easiest and most precise application requires me to look down at a mirror instead of forward. so now for that, i usually use a hand mirror. i make the line thin near the inner corners of my eyes, then i make the line thicker as i reach the outer ends. after this initial line has dried, i look straight at my vanity mirror in order to draw on the bottom of my wing. you should look forward at the mirror when you do this so that you know how your wing will appear when your eyes are open and what other people will see. after i get the desired length, i simply connect the tip end of that back to my previously drawn line, kinda making a curved triangle shape. at that time, you decide how thick you want your wing to be. then i fill it in and dry. just letting you know what ive learned is the easiest way for me, so maybe you can try this out and see if it works for you. apply eyeliner before mascara and curling your lashes so that your lashes wont be in the way to prevent you from being able to make perfect strokes.

Liquid liner is a big help!
You've just got to practice to get a steady hand!
The cat eye is quite simple really.
1. Line your upper eye close to the lash line
2. Draw a straight line from the end of your eye towards the end of your eyebrow, ending it depending on how long you want your cat eye.
3. Connect the top of the line you made and drag it straight across to connect with your eyeliner and fill it in.
