That dress is very bright and "awake" if that makes sense, so personally I would go light and refined on the eye makeup.
Basically, I would have a clean dewy face, with subtle contouring and a hint of blush. Then I would have a simple winged liner and a nude liner on the waterline to keep the eyes open looking and bright. I would also do some more natural false lashes and a glossed lip! Hope this helped.:))))
