My undereyes randomly started become increasing dry and flaky after applying concealer. My undereyes burns after applying lotion too and becomes red at times like here in the phone.

Oh, you poor dear. I'd see a doctor and discontinue applying anything right now. It looks like a chemical burn or severe allergy. Cool water, a Benadryl and a doctor's visit as soon as possible is what I would do. Your skin needs to heal and calm down. :(
