I'm not sure about mascara but Benefit Erase paste under eye concealer is PERFECT. It's salmon toned to counteract dark circles. And a little goes a long wayyy.

Try Clinique high lengths mascara it provides length and volume on the first application. A good concealer that I've been using is MAC studio finish concealer SPF 35 its longlasting water resistent and lightweight. One tiny dot can cover all your imperfections and dark circles. So, my favorite mascaras have always been lengthening; my current favorite is the Per-fekt Lash Perfection Gel, which is about $26 at Sephora. It's great. It has a skinny wand, which is really good for lengthening and separating your lashes, and it's very black. It also has a hydrating and nourishing formula, so it's good for your lashes. It's just absolutely awesome, I 100% recommend it.
As for dark circle concealers, a salmon colored corrector under your foundation should do the trick, but personally I like the Mac Pro Longwear concealer. It's great, it's super light, you don't need a lot, and it will cover anything without creasing or caking. I really, really like this. It's just a really nice product, and it's so easy to apply, and it dries quickly so you don't have to worry about it.
