The chemicals in commercial brand eye creams cause more damage than benefits to the undereye. A great DIY eyecream/oil that is amazing for reducing wrinkles, sagging and increasing elasticity is Evening Primrose Oil. You can buy this in capsules which is thw most common way it is produced. All you have to do is poke a whole with a toothpick and squeeze it into any bottle so that you can apply it.
There are so many videos on youtube about primrose oil eye creams and they honestly work so well.
Here's a cool tip for you:
If you want to make the oil into a cream texture, first, use the thing in the picture that Idk what its called but costs less than $10 with tax, to mix the oil in a bowl for a few minutes.
Then, put it in the freezer for 15-20min and take it out
Pierce the top of the solidified oil with the machine (it will feel a bit more buttery than an oil consistency since it came out if the freezer) and start whipping it up again. Do it until you see it starting to thicken up and look like fluffy lotion type consistency.
