I have very dark brown hair, and I'm dying mine blonde. (Well, ombre) It takes baby steps- maybe start adding more and more highlights with each hair appointment to make your overall hair color lighter? And also, make sure you know what shade of blonde you want to get that compliments your skin tone (:

Oh and yeah, preserve your hair with a purple shampoo! I heard it'll also take out the brassiness of the blonde.

A higher end salon will do a better job than yourself.
But if they're saying it can't be done, it might be the condition of your hair. Going from dark to blonde requires bleach and it can be really damaging. If your hair is brittle and dry some salons won't bleach it because there's a chance it'll break off.
But a toner and/or purple shampoo will take out the yellow/brassiness in blonde hair.

You should not try to do it yourself. I'd go with a reputable salon. They are also going to need to strip your hair, so it's not going to be in the best condition after. My friend has platinum blonde hair from black hair and she says it falls out in clumps. I have dark brown hair and have gone light brown and it's a pretty bad texture. I'd start with light brown highlights and see how that goes.

Of course you can. Even if your hair is dyed dark brown it will take a couple steps to get you there... I have dark brown and I have gone platinum it took a while but I got there...

Virgin hair bleaches safer, and easier tgen dyed hair.

Go slow. Go professional. I just did this myself... from a rv3 (dark red violet), to a light strawberry blond. Its as light as I could go in one process. I've had many layers of red violet to lift.
But my root lifted fast... and went to white blond.
But, my hair, is not happy... not falling out... but dry. Slow, is definatly better.
