They look to be under your skin so they aren't pimples quite yet. I used to have that a LOT on my forehead. what I did to get rid of them was to use a gentle exfoliate with microbeads. then tone the skin to take away any excess oil or dirt that's clogging them up. and lastly apply the acne spot treatment and some Moisturizer.
