I've heard bourjois healthy mix serum is really good for dry skin, but it's hard to get in the US /:

When my skin was really dry Estee Lauder double wear looked perfect on top of smashbox primer for me.

Start with skincare too! I recommend CeraVe Hydrating Cleanser and Moisturizing Lotion for dry skin. If you like a dewy glow, I love L'Oreal's Lumi Primer. Nyx aslo worked well for me but it broke my skin out. My favorite foundations for dry skin are Clinique Even Better, Makeup Forever HD, Laura Mercier Silk Creme Foundation (I haven't tried it but have heard great things about it), also I believe Tarte has a good one for dry skin too. Sorry I don't have any drugstore recommendations but they all did nothing for my skin (although I have heard that Boots No 7 Stay Perfect is supposed to be good, but that is the only one I haven't tried).

MUFE HD Foundation or the Lift Foundation works well on my dry skin. I do a lot of skin prep too. I use the Alba Acnedote Lotion (Has an intense tingling sensation, heads up), then I use the MAC Prep&Prime Skin before applying any foundation. The MUFE foundation doesn't dry me out or break me out even if I don't moisturize but I do religiously anyway.
