Bikinis are totally appropriate for 13 years-old. I think it's less appropropriate for a oldest woman but a young girl can wear it. I'm not saying women can't wear bikinis by the way.
H&M bikinis are so beautiful and you can mix and match however you like. I love when girls wear a plain bikini top and a printed bikini bottom :)

But girls bikinis are appropriate for anyone who wants to wear one :) personal preference is fine, but it comes down to everyone's personal feelings

I'm 14 and just got my first bikini this year and I got a bandeau type top that still a bikini but it doesn't reveal all that much
