In desperate times, I have used a teensy winsy bit of chapstick. It didn't break me out. I only use it if I run out of my brow gel and don't have time to get more anytime soon though.

I actually heard a lot in my day lol from clear mascara to nipple cream. I think clear or even brown mascara may do the trick for you

I have tried gel but I've heard that some artists would use like one of those disposable mascara wands and then spray it with hairspray and it would hold hairs in place. I personally think you could use hair gel but you'd need one that wouldn't flake. I feel that the company's just make all these other specific products to make money. For example cream blush... You could just use your lipstick. There are other examples but won't get into that.
