I've been dying my hair for about a year & a half, almost 2 now & I straighten it practically everyday. every part of my hair grows except my bottom layer. is it too damaged to grow? how can I make out healthier?

It's still growing, it just breaks off at the same place all the time. I had the same problem. Good restorative masks with keratin help :)

Straightening it everyday and dying it definitely took a toll, I'm not sure if you can ever fix it, it might be too far gone to fix.. But maybe try a treatment of some sort.

I just got my haircut on Tuesday & it was perfectly healthy after they cut & styled it, but once I took a shower & styled it, it was back to damaged. I'm planning on not dying it for a while.

Also, blow it out with a good leave in conditioner/keratin rebuilding cream. I have extremely dry, fuzzy, bleached, dyed, and I use heat tools on it multiple times a day. On top of that it's naturally a curly Afro :D Blowing it out like that is how I keep it soft and shiny and not looking damaged.

The easiest way to make your hair grow is to keep it healthy. Don't mistake me, the rate at which your hair grows is determined by genetics, and nothing you can do will make your hair grow faster than it naturally would at its healthiest. Your hair is still growing, it's just continually breaking off as it grows.
First, trim any split ends. If you don't, they will keep splitting up the shaft and ruin even more of your hair. That means that when you do finally cut your hair, you'll have to cut off even more of it to get rid of the splits
Second, invest in a sulfate and sodium chloride free shampoo and conditioner (I like the L'oreal EverStrong, as well as Pureology, because my hair is constantly died and Pureology is great for maintaining that. Occasionally, I use the Garnier Fructis Pure Clean Shampoo, which is neither sulfate free nor for dyed hair, but it makes my hair feel SO clean, and that's not the worst thing once in a while), and a hair mask or deep conditioner (I like Macadamia Deep Repair Masque and the L'oreal Power Moisture Mask). In the shower, wash your hair first thing, shampoo only the roots and condition from your ears down. After that, apply your mask, focusing on the ends of your hair. Finger comb until you don't feel any knots, and then put your hair in a bun. Leave it that way for the rest of your shower, washing it out should be the last thing you do. I wash my hair around 3 times a week (with dry hair I can get away with it) and do the hair mask every time. If you need to wash your hair more than that, reduce your hair mask usage to 3 times :) make sure you're finger combing your hair in the shower so that you don't have to brush it, because brushing it can break it off like heck.
Third, in terms of heat protectors, I like the Tressemme and It's a 10 Leave in Plus Keratin. However, I advise you to cut out heat styling as much as possible (It's not the worst thing as long as you take care of your hair, so if you can't I wouldn't worry).
That's my hair routine, my entire head is bleached and it is just as healthy as it was before I dyed it.

It's still going to grow because hair grows at the roots and not the ends, I suggest researching mayo and hot oil treatment for getting you hair health back. I used to straighten my hair a lot and that's how I got my health back. I'd try not to straighten it as much so you don't damage it and maybe try braids or up-do's instead of straightening. My hair used to be so damaged from me constantly dying it and using heat on it now its perfect healthy because I cut off all my dead end and started to use argan oil and moraccon oil they have helped strengthen my hair so much and have kept it healthy and when your hair is healthy it grows faster also when I use heat now I always make sure to spray on a heat prtectant my favorite at the moment is the tresemme one with keratin infused hope I could help :D.
