Go to a salon and bring this picture, plus any others you can find that are similar, and ask if they would be able to do that. Not every place will have unusual colors, so you might have to go to a few places. You could do this at home (it just looks like a colored ombré) but it could get difficult, especially if you aren't used to working with hair color. And I can tell you from my personal experience with multicolored hair, maintenance is a bitch. You can look up ombré tutorials on YT and just use whatever color dye you want if you'd like to do it at home. I think a salon would be your best bet though.

Section your hair and tease it in the sections you want it to "melt" that way you won't have a harsh line of colors. With the blue, you'll need to lighten your hair almost white or a pale pale yellow (blue and yellow hair make green lol). Then the teal part you can lighten to a light yellow. It's not super hard, but if you can go to a salon i would recommend it.

my hair rite now is an ash blonde, does any one know a good salon in El Paso? I've done some crazy colors at home but can you explain "melting"?

The colors in this style aren't done in a harsh line where one color specifically ends and the next begins. They kind of blend together so it looks like the color is "melting" down. That's what I think that means, at least :)

Yep, I'd agree with Courtney B: it's more of a gradual fade from one color to the next. If your hair is an ash blonde right now, you might have no troubles doing it at home. I am a hairdresser so I'm always going to recommend going to a stylist LOL . Besides it takes all the guess work out for you and puts the responsibility on the stylist.

Also, this is a great photo , but as a hairstylist I can tell you as soon as that model got her hair wet it's quite likely the pink bled into the ends. Sometimes it's good to go lighter to darker.

I think this model has done heavy layering as well with thd middle layer being an almost solid pink light underneath you could try that to prevent the bleeding
