So around the corners of my nose I get little flakes of skin but it's not necessarily dry, in fact the corners of my nose are the oiliest part of my face. So I prefer not to put lotion because it makes it worse... What should I do because the flakey skin look is not cute LOL.

Moisturize!
Your skin is trying to compensate from the lack of moisture by being oily.
You can use an oil ( like vitamin e ) with your moisturizer since oil helps banish oil. Do some very gentle exfoliation to help get rid of the flakes.

It sound like surface dehydration. Even those with oily skin can suffer from this. Especially in the winter and when people are catching colds and blowing their nose a lot. You can also get the flakies from using harsh drying skin products such as retinols, acids and products made for oily or acneic skin. I would suggest exfoliating with a washcloth or scrub every other day till the flakies are gone and moisterize at night with a facial oil such as Maracuja oil or argon oil. These natural oils will not usually break people out. If you're too scared to try an oil you can try using a oil free cream. And obviously lay off any skin drying products.
