Dry patch on face?

There is some sort of dry patch on my face that I can't get to go away, I've tried coconut oil, cleansers, and nothing works! It's red and looks like there are red bumps all in it. Help please!!

A moisturizer should fix that.

Yes I do use a moisturizer @Chanel R
I did some research online and I found that hydrocortisone does the trick sometimes and it worked! But I'm thinking since the hydrocortisone worked it might have been a product I was using on my face. It was more of an irritation than a dry patch.
