Powder will usually take care of the shine your not liking. Revlon colorstay and powder with Rimmel stay matte are pretty good for drugstore I hear.

Try a matte finish foundation, or a powder and/or mineral makeup. My go-to for my oily summer skin is the bareMinerals matte foundation. Works like a dream (: you can also try an anti-shine primer.

I personally use a drug store brand that you could find @ Walmart called True Match. It has an oily tint depending on how and what you use to apply it but I love it and think it works pretty decent on my skin since I do have oily skin.

I use a primer for oil control and oil grabber pads. I use Mary K ones. it takes the oil off your face with out your makeup.
