I personally like revlon foundations especially the photo ready airbrushed one, Revlon colorstay is a good foundation (I have oily skin so this is the only drugstore foundation that works for me), some Maybelline mascara's are good but I think it's called loreal telescopic mascara has very good reviews, covergirl makeup in my opinion sucks it makes me loon muddy, Elf has some great products and they are very cheap (: , also Maybelline has good lippies, Kat von D has a good foundation it's full coverage.

For oily skin you need a god primer or just a good foundation that will combat oily skin
primer -hourglass mineral veil primer
foundation - if you want full coverage the makeup forever matt velvet plus if not joue matt moisture tent is the fucking bomb plus it keeps your face matte
blush - basically any color you like

I recommend drugstore products instead of highend. Only because your not sure what you like or what looks good on you yet. It's more forgiving to spend 10 dollars and not like the product vs 30. L'oreal True Match is a great starter foundation, it's super blendable..ELF has quality products and Milani has pretty good blush

Yeah most definitely start with drugstore, and keep your receipts lol. Cover queen 3 in 1 has great variety for warm undertones. Get the powders with it as well. Maybelline has a new line of nude lipsticks called buffs, I suggest you should try 940 or 950. I heard the loreal primer is great but alittle expensive it's the same as benefit porefessional. Milani has good cream foundation and eyeliners as well.

I personally have only used high end from the start as they (Sephora) normally has an awesome return policy and you don't need your receipt, that and you can get a color IQ done to find your foundation match in every foundation they carry in the store that has a match. I hear Milk of Magnesia is great for oily skin as a primer, and Kat Von D lock is foundation is supposed to be awesome as well. I use the Urban Decay NAKED Foundation in shade 12 and I love it, but I have dry skin not oily.
I also would recommend if you want to try out colorful eyeshadows, or even neutral shadows, to try coastal scents of BH cosmetics, both are online stores but have awesome sales all the time.
Brushes get high end. Low brand and budget is great, but you pay for what you get. High end lasts longer and in some cases applies better. My Sigma brushes are more expensive them my coastal scents brushes, but also much better and pick up A LOT of product. MAC brushes are good to. Blending and eyeshadow brushes are good things to have multiples of.

Wet n wild has good lipsticks & eyeshadow. milani has good lipsticks & blush. elf has good stuff for very cheap too. I love maybelline mascaras. L'oreal Paris 24 hr Infallible Gel Liner is my absolute favorite. eco tools has good brushes to start with. for foundation or bb cream I'm not sure. from comments I see though, it really just depends on the person. those you just take trial & error because some people love a bb cream/foundation some people hate it. all my suggestions are drugstore ones. :)

As for a make-up starter kit for beginners I would start off with a nice base.
Base - I would pick a tinted moisturiser or bb cream, you don't have to worry about getting the perfect shade like you do with foundation, tinted moisturiser is fool proof in my opinion and you have lovely skin from your pictures so I'm sure you don't need much coverage :)
As for contour, bronzer,blusher,highlight ex I just find that they can be confusing and its better to take you time and get comfortable with new products as opposed to rushing in and buying 10 different cheek products and never using them.
Then I would choose a good eye shadow palette, I recommend sleek al naturel or buying a cheap 88/100 colour palette from ebay, I would start off with more natural colours when just getting into makeup.
Eyeliner - liquid liners can be too messy, pencil liners tend to smudge everywhere and not have the best staying power so I would recommend a gel liner, maybelline's is great and comes with a brush.
Mascara - Mascara is a hard product to recommend as it really varies from person to person depending on what formula and brush you like, I would check out maybelline again, they have lots of different types so ( I think) there's something for everyone and at a great price!
For specific products since you said that you have oily skin, here's my pick.
-for a base product maybelline bb cream, my best friend has very oily skin and this works great for her
-For a powder I recommend the E.l.f hd power, its translucent so it saves the time and effort of trying to pick out a shade, I use this everyday and I love it! :)
