I buy my lipstick from walmart and it only cost at the most $8! They have Loreal, maybalene ,and other name brands!! hope you find what you are looking for

Target has so many drugstore lipsticks that are gorgeous!! Wet N Wild has some great matte shades!!

if you want a really cheap option. I like wet n wild lipsticks too. not the best but they work

MUA and I would also recommend Barry M's Lip Paints however, they're slightly over your price range at the cost of £4.49. I used the shade LP121 last year when I dressed up as a devil for Halloween; I didn't need to re-apply any throughout the whole night.
