What does a toner do for your skin? Do you apply it after wash before moisturizer? What can I use for a natural at home toner?

Toners main function is restore the ph in your skin (because washing it makes it less acidic.) but depending on the ingredients determines the extra function. For example, witch hazel is an astringent (draw out the bad stuff) and aloe is a calming agent. You apply it after washing before moisturizer, correct. You can make toners with witch hazel and rose water or apple cider and water. They're so many, you just have to research which kind you want.

It balance your ph, removes any excess makeup, yes apply after you wash with a cotton ball, @ home... apple cider vinegar... but research it 1st.

Witch hazel mixed with rose water is my go to. Also try it with cucumber or lemon.
