Stacey, you can get the effect of a lip exfoliant with a damp (CLEAN) toothbrush on dry lips, just make sure to put something like carmex or vaseline over it afterwards. The bristles will remove any dry skin ready to fall off, and the vaseline/carmex will protect your lips from further damage.
Burt's Bees is really nice after all this, as well as eos Lip Balm. (both available at walmart)

A homemade lip scrub that I use every week: mix some Vaseline, sugar and honey together and scrub this over your lips. I let it sit for a minute or two and wash it off with a warm wash cloth. I immediately follow with a lip balm. I normally find that a thicker lip balm keeps my lips really soft and makes my lip products go on and look way better. A balm like Vaseline or the Nivea chapsticks are perfect because the consistency is thicker that say baby lips which is very light and you'll find yourself reapplying over and over.

I suffer from dry lips and let me tell you you don't need to go out and buy anything you don't already have! All I do is put a layer of lipgloss on at night before I go to bed (preferably a gloss with quite a thick consistency). In the morning I use a toothbrush to get rid of the dead/dry skin and then apply lip balm/gloss for the rest of the day! This has been what has saved my lips! If you lips are super dry might take them a couple of days to get rid of the dryness but when you do they will be so soft :)

I found this lip scrub online and it worked for me. 1 tsp of honey and 1 tsp of baking soda. Mix together until a paste forms. Put on your lips for a few minutes then rub them together and rinse with warm water. Then apply a few drops of olive oil.
