Well how much hair do you have naturally? If you don't pluck your eyebrows to high heaven you probably won't need to fill them in that much lol

These are my eyebrows filled in and all I do is line under the brow and perfect the tail and arch. Then use concealer. (The concealer usually isn't this light but I was experimenting with a new product)

ELF has eyebrow shaper stencils. You just lay it over your brow, shade it in and you're done!
