Blue and blue would clash. I have blue eyes to. Neutral colors look best with blue eyes ( light pink, blonde,brown) but if you want an unnatural color I would go with a light pink with blonde highlights.

Blue and blue do not clash as long as you don't go green based blue with purple based blue. If you have true blue eyes (no green in them) then you'll have no clash. If you have a bit of green in them, than don't go with a purple based blue hair dye. Blue on blue looks beautiful, hair and makeup wise. I would either go deep blue like special effects blue velvet

Or bright pink like manic panics hot hot pink. Or dark purple will make your eyes pop too
