3 items max. Anything they can scoop out of pour/pump out into a little container. Gel eyeliners, foundations, cream products, etc. you just ask one of the people walking around and ask for a sample of whatever it is you want. :) you can even get Skincare samples. I'd ask for samples of a few different moisturizers or serums for uneven skin tones.

I think I read somewhere that you are allowed 3 samples from each department (skincare, fragrance, makeup, etc) but I only get one or two samples I'm genuinely interested in at a time. In my experience, they usually don't offer samples straight up so you have to ask. I'm also afraid of seeming like I'm just there for free stuff so I usually wait for someone to come ask me if I need help. Then I say something like, "I've been hearing a lot of good things about ________ but I have pretty sensitive skin and am worried it will break me out. Would it be possible to try a sample?" And then be really grateful. I think it's especially reasonable for skincare products if you want to try them properly.
