If it's blendable yes, if it's a super quick setting pencil then I wouldn't because it'll make it hard to blend out. But the best way to tell is to just try it :)

I think it might be better to use a creamier product as a base. This one can be blended out a bit on the lash line but if you are using it all over the lid, it'll look streaky leaving darker lines where you drew it on. Maybe it would look okay once you put shadow over it, but I think those chubby liners usually work better as a base. I really like this liner overall though and have used it for many years.

A creamier product like a MAC paint pot would be better. I have this pencil in a different shade and even though its kinda soft it leans on the firm side and to apply all over the lid would be a chore. It sets to a texture that really doesn't allow another product to adhere to properly...like an eyeshadow. I would look it into NYX Jumbo Stick, MAC Paint Pot ( or the affordable one from Maybelline).
