It looks like a gel or cream if it were liquid she wouldn't be able to pull it forward towards the inner corner with out it giving an irritant to the eye.

Oh yes Alma knows what she's talking about, everytime I try to go all the way to the inner corner with liquid it gets in the eye and doesn't work out very well.

Yup glad you get it Renay,it's a mess then your sitting there waving your hand around because it stings then your eye's are watery Lol then your trying to blow up hoping the air from blowing eases the pain.

It could be either liquid or gel. It's not that difficult to use a liquid to pull it forward towards the inner corner...that's what I do I use a liquid

Gel or a felt tip marker probly. She might of even went over the gel with a a marker to get it so prominent, try it out :)
