Definetly use a primer. I like the Lorac behind the scenes. And for eyeliner do your normal liner then go over the line with a matte black eyeshadow (or whatever color your eyeliner is haha)

I have oily eyelids too so what I like to use if I'm applying eyeshadow is a primer. I prefer the Urban Decay primer potion, but I hear the elf eyelid primer works just as well and it's cheaper(:

I know how it feels to have oily skin (especially eyelids) and wanting to give up when it comes to makeup. What I do is use my normal concealer and apply it to my eyelids (Maybelline Fit Me) then dab on some ELF Eyelid Primer and blend with my pinky. I have tried Urban Decay, Loreal, NARS, and BareMinerals & ELF was the only one that worked. The funny thing is that it is only $1 and better than the $30 ones I have used in the past.

I'm not a huge eyeliner wearer, but if you take the primer and focus a little bit more around wear the eyeliner is going, it will stay. I also recommend using a matte black eyeshadow (Makeup Geek in Crave is amazing) to set the eyeliner in place. It takes longer but it is worth it (;

I'd suggest macs paint pot in painterly (nude) then go over it lightly with an oil absorbing facial powder before you begin your eye makeup :)
