From experience, I wouldn't strip it. It damages your hair so much. I had blue-black hair. I just waited. Did not dye it at all for almost a year and then I was able to lighten without over processing my hair. I stripped it once, and ended up having to cut off 7inch because it had fried from so much dying and bleaching. That's just my opinion. I know that it's hard waiting for change when you kind of want it immediately.

It depends on the color - brighter colors require bleach under it to bring it out others just need a developer - darker reds and darker browns usually don't need bleach but blondes and lighter/brighter reds and honey browns will need bleach - I have dyed my hair a burgundy or brownish red many times without the need for bleach and my natural hair color is black - but going a fire truck red or hot pink required bleach under it to bring out the brightness

Oh sorry your hair is dyed black in not 100% sure but be careful if you use bleach it could come out as a zebra pattern and get blotchy if you do it yourself and are not careful
