Washing too much is very damaging. I wash my hair every 2-3 days. If you wash it too much your hair and scalp will dry out, creating flakiness and itch. Your hair will then actively produce an abundance of oils and it will cause your hair to be even oilier.
You should tell these people to cut back on washing their hair. It isn't disgusting, it will be better for them. If they are still itching afterwards I would tell them to consult their dermatologist.

I have problems with dandruff, and unless I wash my hair daily it becomes oily, itchy and flaky. I use Natures Organics scalp care shampoo, then a hydrating conditioner from the same brand. Most of the time it's just a reaction to the products you're using, try some organic stuff and see if there's any difference!
