Black pencil liner on waterline makes the eyes so beautiful. I think that black and brown makes them pop.

Keep in mind that these pictures of girls with blue eyes isn't always the best example as they have a good amount of lighting and then the flash so their eyes are bound to look brighter and lighter. What really brings out the blue in your eyes are orange shades. If you just want an eyeliner color then go for a bronzey brown shade as it has orange tones. Gold, apricot, peach, and even purple looks good on blue eyes. To make them look lighter you could use a deep shade of brown and purple because compared to your eyes, the liner will look darker making your eyes look lighter in comparison
