If it is already the blue color except faded you do not have to bleach your hair at all. It will turn out the blue you want or just maybe a little more blue.
For when you dye your hair brown though you will have to bleach it so it does not have a blue tint to it maybe. Cuz it might get a blue tint if you don't bleach it before dyeing it to brown
