There are a few types (and brands) out there. I use them primarily for pigments and glitter as I find they have better staying power and less fall out then something like fix plus. I also use them with eye shadows for custom eyeliner as it creates a gel-like look and finish. I've never used with foundation but if I remember correctly it helps with longevity especially when used on the body.

There's a DIY for making it that one of my friends swears by. I'm not sure of the ingredients (I think glycerin is a part) but I'm sure if you google you'll find it.

I have three. They are, like Miss Jackie said, used to customize foundation colors. Mine are tiny bottles, one is white, one is yellow and one is a chocolate color. So if you're too pale for the foundation I have I can add a drop or two, they're very concentrated so mix slowly, I can lighten the foundation. Or warm it up with the yellow, or darken it etc.
