Use a bright inner corner highlight put a light shimmery color in your eyelid.

Highlight your brow bown with a light shimmery color, your tear doc, and white or nude liner in your watter line.

Frame your eyes with a clean, arches, filled in brows. Don't use black on the waterline unless that's the look you desire. But black closes up the eyes. Use a nude liner on bottom waterline and black on top waterline to make your upper lashline thicker. Curl your lashes and really use a volumizing mascara to make them fluttery and really make your eyes pop. Of course don't forget a brow bone and inner corner highlite. (:
