First you have to put on the base shadow. Then it looks like they've used an thin eyeliner to make the outer line, then they've used a black shadow to make the top line, a brush for brows should work. Afterwards you put on some gold from the middle of the eye to the outer corner. At the end you use a blending brush with the black shadow and start in the outer corner and smudge it out.

If you put a piece of tape underneath where you want that line to be it will make it a lot easier to get the sharp crisp line as well. Regardless of if you use shadow or liner.
