My favorite liquid liner that I have been using for three years is Loreal Lineur Intense. I its the best. Also urban decay has really great liners.

drugstore: ELF cream liner, once it sets, it doesnt budge at all (and i have oily lids). and if you do use a primer, like Urban decay's primer potion,i find that even a normal eyeliner tha usually smudges on my eyes stay put and lasts a good 8 hours on me :)
high end: MUFE Aqualiner, theyre expensive yes, but they come in lots of colors and theyre waterproof (i tested them and wouldnt come off with plain water unless you rub real hard, which is bad for the eyes). :)
Ive heard Urban Decay is good too, but i havent tested them out myself.

I finally got to try the Milani Liquif'eye eyeliner and I love it. It is super creamy which makes it easy to glide. You just have to make sure you set it with an eyeshadow to make sure it doesn't move.

i've always wanted to try the ELF cream liner! and its for both waterline and lid, my eyes water sometimes A LOT and my eyeliner tends to smug throughout the day and i don't always have time to go fix myself up in the bathroom so i want something that stays better

ive only used the ELF cream liner on my lid btw. i am not quite sure about waterline (i can test it out and ill update you :D ). but a tip ive learned to make eyeshadows stay put in the waterline, is to pat eyeshadow of the same color over the eyeliner. :)

If you're referring to the waterline, use Wet n' Wild's Creme Liner! I dip an eyeliner pencil in it and apply and it lasts all day and night.
