You should always use a liner when using anything other than nudes... it helps prolong your makeup and it prevents it from feathering throughout the day. If you're looking for a bright fuschia, def. check out Revlon's Colorburst lipsticks in Fuschia - it's a near DUPE of NARS' Schiap [which has a bit more blue tones to it] but less drying. [I didn't like the NARS one very much].
You definitely can pull off pink lipsticks! I feel pink lips are much easier to pull off then red lips, but that's probably because I'm more comfortable w/ pinks myself.
Try the Revlon one! It's drugstore, so you don't run the risk of being too spendy experimenting! Also, try the new Covergirl lipsticks too! They're so hydrating, and pigmented! =)

Do you mean pink as in any pink? Or are you referring to a certain type of pink lip? I personally hate the "milky pink" look on WOC. I don't find it flattering at all. lol
You can definitely pull off a pink lip though! Some of my favorite neutral pinks are Jubilee, Velvet Teddy, and Hug Me by MAC. My favorite hot pinks are Louisiana & Addis Ababa by NYX. I would try picking something up in the drugstore first since you're experimenting with pinks.
If you want to find a pink that looks flattering on you I would stick with warmer tones, but it all depends on your preference of course. :)

i recommend a hot pink, because i had the same problem, really light pinks tend to wash you out.

i think MAC Pink Noveau would be great. such a bright pink lipstick, it's gorgeous. Saint Germaine too, although that has more purple tones in it.
