If you guys want, you can try eating at the Chef's table at ur local fav special occasion restaurant... Find an adventure tour near by, like hiking, wine tasting, hot air-ballooning, horseback riding, etc...
You can find ideas on Groupon or living social. Couple's spa experiences are nice too if your guy isn't weird about being touched.

Doh! Just noticed you were only 16, so lay off the booze! At your age, I liked visiting. museums (free or affordable) and it got me to see how my significant other analyzed things differently... Ice skating is perfect this time for sure, festivals, concerts, comedy/improv shows, sporting events (sometimes they have deal days on stadium tix)... Hope that helps!
If he's artistic or you want to make a keepsake, find a pottery studio like Color Me Mine to paint each other gifts you can keep.
