If a foundation is too orange for my face, do I go one shade down or one shade up?

You go a shade down...if u have more pink/red/peach in ur skin u wanna get something with a cooler tone..with pick/peach in it and if u have more yellow/orange/olive tones u wanna go with warm tones that have more yellow/orange in it

You have to determine your undertone. The best way to determine this if you are unsure would be a sephora or a makeup counter. You can get a free sample of the product to try it out also. After you are color matched and if you second guess it than it's not the right one for you. If you see it and you are amazed than that's the one. Don't let the counter people convince you it's the right one when you feel uncomfortable!

oh okay thanks what about neutral undertones? I have more yellow in my skin and my veins are bluish/purple?

Neutrals can work both ways. Usually it looks more natural when you are done applying all makeup like blush and bronzer.
