My friend LashGirl did a blog post the other day about eyecreams. What they promise to do, aswell as what they actually do.
She came to the conclusion that, the best eyecream (of the ones on her list) isn't an eyecream at all.
I think that there are alot of multi purpose creams out there, that you can use. That doesn't nessaserly have "eye cream" in the product name.
Other than that I don't have much experience with lower end eye creams.

I agree with Robert. I may have read another poster mention that too... a good eye cream doesn't necessary mean to use a product labeled as "eye cream."
With that being said, I use CeraVe, which is a drug store product. I use both the AM lotion and PM lotion for day and night. I know they have a Hydrating lotion; as well as a, Hydrating cream. CeraVe has ceramides which is skin regenerating stuff, which is also found in pretty much all department/higher end brands. So considering CeraVe is about 1/3 the cost of department/higher end brands, the only drug store brand to contain ceramides, and pretty much found in any drug store... it's a win-win for me. =)

I like the garnier one with the little metal roller ball, not sure what its called but it contains caffeine and works well.

Try the eye cream by Simple. It's fragrance free and is decent.
A lot of people also use Nivea's Q10 eye cream. These should be adequate if you're still in your 20s.

Burt's Bees Naturally Ageless Line Smoothing Eye Creme. It's $25 but that's not too crazy considering how much eye creams usually go for... and this one is natural so I really like that about it. I also have a CVS brand eye serum that's a knockoff of the Oil of Olay version that works pretty well. I think that one was $10 on sale.
