I don't know if this is "proper", but I just spritz a little MAC Fix + on my eyeliner brush and then swipe it into the eyeshadow. It holds up great and has always worked for me. I have another friend that just dampens the brush with water. I'm sure there are actual "proper" ways to do it, but I have always done it this way and it works just fine :) xox

I just get an angled liner brush wet and dip it into the eyeshadow. works well for me :).

Laura Mercier makes a product to use with her cake liners called the tightline activator. It is silicone rich, so any shadow or cake liner will become long-wearing. The problem with using water is that it will not last as long as eyeliners that are formulated for that purpose. With a silicone based fluid to use instead the liner will last all day.

There's an awesome product by Cinema Secrets that turns any eyeshadow to eyeliner. I actually blogged about it, so check it out! I love the stuff, I use it on myself, as well as on clients. And it is super affordable =). Hope it helps!
